    Adjudication of Cases and Public Service Companies Regulation
    Description: Adopts and applies regulations, considers service requests and awards franchises, rights, privileges, concessions of a public nature and expedites show cause orders. Processes Public Services Act and its regulations infractions, issues orders, summons public hearings and expedites licenses for individuals and entities that offer public services. It also, processes modifications, transfers and vehicle permits, carries out research by consultants, requests and other matters of a legal character, prepares projects to authorize applications and resolve controversies, complaints and claims. It prepares reports and orders and resolutions related to cases and requests that do not require public hearings.<br>

    Clients: People and entities that offer public services such as concessionaires and public service enterprises. Examples of these concessionaires include: public and school buses, ambulances, among others. Some service enterprises include: ground, aquatic and air transport; moving companies, public storage; and liquefied gas vendors.<br>

    Description: The Program is ascribed to the Auxiliary Secretary of Educational Services to the Community. It provides 16 years old to adults, who have not initiated or completed their studies, educational services that respond to their needs and interests, diversifying the offering with flexible and alternative hours that permit them to develop their academic formation. The program offers flexible and alternative hours that allow the students to complete their academic formation. This program includes: Basic and Secondary Education, Conversational English, Exams Unit, Diplomas and Certifications, the Project of Alphabetization, Juvenile Institutions and the Program of Integrated Services to the Communities. Through competitive proposals, eligible qualified providers can offer services in diurnal, afternoon, nocturnal and Saturday schools of adult education. These can be located in community schools of the Department of Education and Public and Private Institutions of proven educational efficiency. Also, in grass-roots organizations of proven educational efficiency, duly accredited correctional and rehabilitation institutions and institutions of higher learning. They can also be located in facilities of public and municipal agencies, consortiums of organizations of proven efficiency with experience in andragogy and any other accredited agency that provides educational services of alphabetization up to the fourth year of high school. &lt;br&gt;

    Clients: Young people age 16 years and over and adults who have not initiated or completed their studies and want to become alphabetized or obtain a high school diploma or its equivalent.

  • Ambulatory Treatment Services
    Description: Integrates all ambulatory services for the treatment of mental disorders, addictions and concurrencies in the child, adolescent and adult populations from a bio-psychosocial perspective. It follows a service and level of care modality.

    Under this concept, the Regional Community Mental Health Centers are grouped and by areas in Moca, Mayagüez, Arecibo and Fajardo. In addition, services are offered at different levels of ambulatory care: regular, intensive, partial hospitalization, specialized clinics and transitional services. On the other hand, the Rio Piedras Medical Services Center (CSM) and the Mayagüez Mental Health Center comprise a unit for the evaluations and referrals offering specialized services in the Evaluation Services Program and Employee Recuperation and a Compulsive Gamblers Program (PALC). Ambulatory treatment is also provided for addiction disorders under the Methadone Treatment Program with locations in San Juan, Bayamon, Caguas, Ponce, Aguadilla and Cayey. In addition, there are three mobile units in the Llorens-Torres and Monte Hatillo housing projects in San Juan, the Cantera Sector in Ponce and the Treatment and Diagnostic Center in Coamo. An alcoholism unit is available in the Rio Piedras Medical Center. There are also toxicology laboratories in San Juan and Ponce; diversion programs: Drug Courts in nine judicial regions and Treatment Alternative Street Crime (TASC) in thirteen judicial regions underAct. 67; Child and Adolescent Services in San Juan, Arecibo, Caguas, Ponce, Mayagüez and Bayamón.

    Description: The Child Care Program increases the accessibility, availability and quality of the care giving child development services to low income Puerto Rican families whose members are either working or studying. It currently administers, offers, delegates and supervises the care and development services for 24,740 infants, child care centers and developmental centers through different strategies. These include 12 care and development centers, 103 service providers who receive funds through proposals and a vouchers system.&lt;br&gt;

    It offers multi-disciplinary consumer education services, provides funding to improve the quality of service and directs grants from the Department of the Family Secretary&apos;s Licensing Office to increase the number of care establishments and strengthen their supervision. The Child Care Program has been recognized for offering a diversity of services to children of parents that work or study. Formal and informal agreements have been established to collaborate with the Department of Health, the Department of Education, the Office of the Disabled Persons Investigating Official, the Veterans Advocate Office, Office of Pre-Trial Services, and the WIC Program, as well as with other agencies and related entities that complement the services provided by these agencies.

    Description: Counsels the Secretary regarding the establishment and implementation of The Goverment of Puerto Rico&apos;s public policy as it relates to the use, conservation, development and administration of natural resources. Administers the Use, Monitoring, Conservation an Administration of Territorial Waters, Submerged Lands and the Maritime-Terrestrial Zone Regulations and Act No. 150 of August 4, 1998, as amended, that officially created the Natural Patrimony Division. Proposes management strategies for the planning of special areas and protected natural areas, acquisition of lands with natural value, compiles, updates and maintains the information in the Biological and Conservation Data Base. Evaluates authorization and concession applications for the use and management of areas in the common domain. In addition, it evaluates recomendations to land development and land use projects, comments on territorial organization plans, legislative measures and zoning change applications. It prepares management plans for special planning areas, protected natural areas and the designation of nature reserves.

    Description: Authorizes and grants compensation to victims of crimes who, as a direct result of the crimes stipulated in the enabling Law, are affected or suffer bodily injury, illness or death. Likewise, benefits are also granted to those persons who suffer injury or die as a result of an attack while stopping the commission of a crime, while capturing or trying to capture a suspect of a crime or while assisting a law enforcement officer performing an arrest. The crimes, or attempted crimes for which compensation is offered are the following: murder, involuntary homicide, gross negligence, rape, incest, kidnapping, mutilation, sodomy with minors, lascivious and lewd acts, domestic violence and child abuse. The Law provides for benefits such as funeral services expenses, medical treatment, psychological or psychiatric treatment as well as costs for legal services.&lt;br&gt;

    Clients: Environmental health services have an impact on the entire population of Puerto Rico. In addition, they also have an impact abroad, as is the case of the production and distribution of food and drugs that are made in, or sent out of the Country.

    Description: The Head Start and Early Head Start Programs are intended to enrich social competence and school readiness of 3 and 4 year old children from low income families. Currently, this program sponsors, administers, delegates and supervises pre-school educational and multi-disciplinary support services to 18,014 children and their families in 21 agencies or projects that serve 64 municipalities in Puerto Rico. The sponsoring agencies are the municipalities, municipal consortia or other non-profit organizations. Early Head Start provides services to 96 infants in Aguadilla, Peñuelas, Fajardo, and Manatí.



    They provide direct funding to improve the quality of service through training and study for professional development, strengthening of physical plants, equipment and supplies acquisition, specialized services, special projects and other strategies. The parents and the communities served by the Program actively participate and make decisions through their rule making bodies, established by each agency and the Policy Council at the central level. A specialist group comprised of central level and the 5 regions of the Department of the Family creates policies and procedures and makes sure all comply with federal and state regulations. In addition, it guarantees quality of service through various programmatic strategies that can include but are not limited to training and technical assistance in the 21 agencies or projects delegated by the Program. It also offers Early Head Start services for infants and/or care centers and to pregnant women promoting prenatal health, strengthening early childhood development and better health for families in general.

It is founded on the following principles: the prevention of risk factors associated with non-contagious chronic illnesses; restructuring to create effective promotional models in response to public health and aimed at protecting the health and security of the individuals and the communities through vaccination; monitoring epidemiological diseases and the environmental aspects that affect public health. The program revolves around the provision of health maintenance and disease prevention services, with an emphasis on the medically indigent population, specifically on high risk groups such as women, children with special health needs, adolescents and the elderly. Through this Program, specialized services are also offered to the handicapped population from 0 to 21 years of age and to victims of sexual assault. In addition, assessment and treatment for patient with HIV and other contagious diseases. Vaccination services are offered as well as diagnostic and intervention services for eligible handicapped infants from birth to 2 years of age as provided by Act 51 of June 6, 1966, as amended, that created the Office of the Auxiliary Secretary of Integrated Educational Services for Handicapped Persons, known as the Special Education Act. It is important to note that this Program also includes the Fund for the Treatment of Non-Fatal Catastrophic Illnesses that offers financial assistance to patients that lack the financial resources, and to their families.

    Description: Provides educational opportunities to children and youths with handicaps, Act No. 51 of June 7, 1996 of Puerto Rico, as amended, known as Act of Integral Educational Services for People with handicaps as well as Federal Law, Public Act 105-17 Individuals with Disabilities Education Act (IDEA) require that efforts are made to locate children and youths with special education needs. At the same time, the right of every disabled child and youth between 3 and 21 years to receive a free and appropriate public education is established.&lt;br&gt;

    Under Act No. 51, &lt;i&gt;supra&lt;/i&gt;, the Department of Education, as well as other leading agencies has the responsibility to establish strategies to locate and register participants in order to fulfill the needs of these children and youths. At the same time, they establish mechanisms and procedures to divulge the criteria of eligibility, availability of services and ways to access the these services. &lt;br&gt;

    Act. No. 51 of June 7, 1996, confers to the Associate Secretary of Special Education (S.A.E.E. Spanish acronym) the autonomy to establish structures and administrative processes that facilitate the offering of required services to persons with impediments up to 21 years of age.&lt;br&gt;

    To fulfill this responsibility, strategies are revieewed and updated in a yearly basis comply with the duties and responsibilities assigned through state and federal legislation.&lt;br&gt;

    Description: Provides residential, transitional, psychosocial residential and psychosocial ambulatory services. The primary objective is to attain effective integration in the community. The home treatment services are offered according to distinct categories and are organized according to the needs and strengths of the referred clientele. These homes are established through service contracts with organizations incorporated by the Department of State and community members interested in serving and helping with the recuperation of people.
    &lt;br&gt;&lt;br&gt;
    In addition, residential services are provided for rehabilitation in the Integrated Recuperation Service Centers in Cayey and Trujillo Alto that offer psychosocial rehabilitation services in transitory installations; men&apos;s residences in San Juan and Ponce and for women in San Juan. This program was designed to offer treatment to those participants with substance abuse problems that need to be in therapeutic environments for eight to twelve months. Services includes: psychological services, group therapy, occupational and recreational therapy. The Adolescent Residential Services Program offers residential treatment to adolescents from 13 to 17 years old with severe emotional disturbances and with substance use problems.

    &lt;br&gt;&lt;br&gt;
    The area of internal services serves its clientele in the Dr. Ramón Marina-Fernández Psychiatric Hospital in Río Piedras, the Ponce Forensic Psychiatric Hospital and the San Juan Psychiatric Hospital.

    Clients: Adult patients 18 or older with mental health conditions or substance use problems that need acute hospitalization and ambulatory or residential psychosocial services. In the case of minors between the ages of thirteen to seventeen, those that need residential transitional services are included for mental health or substance use.

  • Nutrition Assistance for Puerto Rico (NAP)
    Description: This Program was implemented in Puerto Rico on July 1, 1982 by an amendment to Food Stamps Act (Act 95-113). Said amendment is known as the Omnibus Reconciliation Act (Act 97-35 of August 13, 1981).

    It is responsible for providing economic assistance to low income families and for providing them with a mechanism for acquiring food. Among its functions are furnishing nutritional benefits and providing nutritional education. The benefits supplied are for purchasing food from establishments and prepared food estalishments certified by the agency.

    Other programs dedicated to food services for families are the Emergency Food Assistance Program (TEFAP) and Child and Adult Care Food Program.

    Description: Provides counseling and intervenes in crisis, coordinate services, manage cases, identifies homeless people and place them in shelters and coordinates temporary housing.   • Pediatric Hospital Administration
    Description: Since 1982, the University Pediatric Hospital offers tertiary and super tertiary level health care. Children of all ages and from all social and economic classes are provided for in this facility with the same degree of care and dedication. Patients up to 21 years of age are taken care of without regard to sex, race, religion, political beliefs or financial condition.





    The Hospital also has an Emergency Room and 4 Surgical Rooms outfitted with instruments and equipment required for all pediatric surgeries. During that same fiscal period, 3,761 surgical procedures were performed. Practically, all pediatric services necessary for the diagnosis and treatment of pediatric medical conditions are offered in this facility. Such services are offered in an environment that has been adapted to the needs and characteristics of the pediatric population. The majority of services are highly specialized. Among the services offered are: intensive care for premature, pediatric retinopathy intensive care, medical genetics, bone marrow transplants, cardiology, hematology and gastroenterology, endocrinology, neurology and others.

    Education and research are integral parts of the Hospital&apos;s capabilities. The most modern and scrutinize medical attention is guaranteed.


    Within the surgical specialty there are innumerable services that require specialized and competent knowledge, skills and personnel to tend to the patient&apos;s health problems: general pediatric surgery, ophthamology, urology, neurology, orthopedics, EENT (Eye ,Ear, Nose and Throat specialist) and thoracic surgery. Surgeons count with the support of the Department of Anesthesiology of the Medical Sciences campus and the ASEM.

    The Pediatric Hospital currently has 162 beds. The distribution, up to June 30, 2010 was 55 General Pediatrics, 30 Pediatric Surgery, 25 Neonatal Intensive Care, 10 Pediatric Intensive Care, 15 in Oncology and 3 units on Bone Marrow Transplant. It also has 7 Isolation rooms which are distributed as follows: 2 units for general surgery, 2 pediatric units and 3 pediatric intensive care units.

    Description: The Vocational Rehabilitation Administration (VRA) is a component of the Department of Labor and Human Resources, as provided by Act 2000, as amended, known as the Puerto Rico Vocational Rehabilitation Act. The VRA is the State Designated Unit that administrates state public funds matched by the federal government through the Rehabilitation Services Administration (RSA) for the establishment of a program to offer vocational rehabilitation services to eligible people with disabilities. This provision was established by Public Act 93-112 of September 26, 1973 and its amendments, known as the Rehabilitation Act. The intention of this Act is to provide individualized services so that eligible people with disabilities attain their goals of employment or self-sufficiency according to their strengths, priorities, resources, interests, concerns, abilities and choices. The services offered by the ARV are the following: assessment, referrals, counseling and orientation, physical and mental restoration, transportation, support, rehabilitation technology, personal assistance, readers, interpreters, training, job searches and vocational rehabilitation for family members. Occupational licenses, tools and basic occupational equipment are also available.

    Clients: Provide services to people with physical, mental, cognitive or sensory disabilities so they prepare themselves and obtain or secure employment in accordance with their capabilities, interests, abilities, concerns, resources, priorities and choice.

Among its activities is the Certification of Need and Convenience required to establish health facilities in Puerto Rico; the regular inspection of the facilities committed to drug manufacturing and distribution; the regulation of clinical and anatomical laboratory operations, blood banks, plasmapheresis and serumpheresis; the inspection required to certify health facilities participating in the Medicaid, Medicare and the Clinical Laboratory Improvement Amendments (CLIA). The inspection of state, municipal and private ambulances; the inspection and licensing of Tattoo Studios; the maintenance of a Demographic Artists Registry; authorizes the issuing of Health Certificates by physicians and administers the Patient&apos;s Bill of Rights. On the other hand, it investigates complaints related to health services and the Board of Drug Bioequivalent is ascribed to it. The Board&apos;s purpose is to educate patients regarding the use, accessibility and benefits of bioequivalent drugs.

  • Special Services for Agricultural Development
    Description: Provides technical, administrative and operational assistance as well as control and supervision of the regulations that facilitate the implementation of the General Plan for the Development of Livestock and Agriculture. It coordinates special services to farmers, elaborators, importers and users. It guarantees, by conducting the necessary lab tests, that imported products contain no unauthorized pesticide residues or exceed the tolerances established by the regulatory agencies. Prevent the entrance of pests and plant diseases as well as the dissemination of new pests that can affect agriculture in general. It also has Market Regulation Offices, Agricultural Market Inspection, Vegetable Cleanliness, Agricultural Laboratory, State and Federal Inspection, Oversight and Research of the Coffee Market and Veterinary Services. In addition, it offers services for the maintenance and development of livestock and poultry on the island. It also promotes optimum health in the Puerto Rican animal population through the control and eradication of contagious diseases in exported animals. It issues license certifications to dairy owners.

    Clients: Livestock farmers, veterinarians, egg producers, pork producers, owners of "Paso Fino" horses, poultry producers, beef producers, farmers and the general public.

  • Special Supplementary Nutritional Program for Pregnant Women; Infants; and Children (WIC)
    Description: This program is part of the Department of Agriculture&apos;s Federal Food and Consumer Services Program. It provides services to low income pregnant women, infants and children from 1 to 5 years of age who are at nutritional risk. The program includes nutritionists, nurses and doctors that evaluate the participant&apos;s medical-nutritional needs to establish the food supplements each should have, according to their risk and dietary needs. The program provides food stamps that can be redeemed in previously authorized commercial establishments. There are 700 authorized stores throughout Puerto Rico. The foods provided to the participants must meet the nutritional criteria established by the Federal Government, which includes: sources of protein, calcium, iron and vitamins C and A, among others.

    Clients: Composed of low income pregnant, lactating or post-partum women; as well as infants and children from 1 to 5 years of age, that are at nutritional risk during a critical period of their development, and that qualify according to the criteria of eligibility by income. On average 199,077 cases are seen on a monthly basis.

    Description: The TANF Program is a product of Act 104-93 of August 22, 1996, the Personal Responsibility Reconciliation and Employment Opportunity Act, (Welfare Reform Act), which was reauthorized under the 2005 Deficit Reduction Act, effective February 2008.

    It provides financial aid to people or families with low income. Financial assistance is provided so that the families are able to end their dependency on the government and become self-sufficient by acquiring the necessary skills to succeed in their jobs and marriages.
